I have no idea whether the Desktop Video caused these problems or it was a coincidence. I took the PC home, plugged it in and it booted to Windows 10 first time with no changes to the setup! I won't go through everything I did, but I ended up taking the computer to a repair specialist who told me they couldn't work on it for 4 days but suggested removing the RAM and other components.

At the end of the install it requested to restart the computer which I did and the BIOS flash screen came up for 5 seconds and then then went black. I deleted the Program Files (x86)/Blackmagic Design/Blackmagic Desktop Video folder and all its contents and when I tried to install Desktop Video 10.5 it worked. Tried to install the 10.5 software again but again it just unrolled the update. I decided to upgrade Windows from 7 to 10 and the upgrade went well, only MacDrive software doesn't work and needed upgrading. For 18 hours I had a computer that wouldn't boot or even enter BIOS. This looked like it was going to end in disaster.

I have a Windows 10 update ready to install, so I am wondering whether I should proceed with that and see if the Registry is rewritten by the new install and then I could see the entries above. I don't know enough about the Registry to start to delete all of these (20 or more). Using Find I can see lots of referenced to BlackMagic Desktop video including multiple \DeckliinkAP164.dll under the CLSID category. Navigate to the location of the Temp directory, for example, C:WindowsTemp.
